EFEKTIVITAS PELAYANAN ADMINISTRASI TERPADU KECAMATAN (PATEN) PADA KANTOR KECAMATAN DI INDONESIA

Abstrak

Pemerintah sebagai penyedia layanan publik telah melakukan beberapa perubahan mendasar guna penyediaan layanan publik yang cepat dan menjangkau seluruh kalangan masyarakat. Melalui Kementerian Dalam Negeri mengeluarkan Peraturan Menteri Dalam Negeri Nomor 4 Tahun 2010 tentang Pedoman Pelayanan Administrasi Terpadu Kecamatan (PATEN), Pemerintah berusaha mendekatkan, mempermudah, dan mempercepat pelayanan administrasi perizinan/non perizinan di tingkat kecamatan, utamanya bagi kecamatan yang letaknya jauh dari kantor pemerintah kabupaten/kota dan sulit dijangkau karena faktor kondisi geografis dan infrastruktur jalan yang belum memadai. Artikel ini membahas efektivitas Pelayanan Administrasi Terpadu Kecamatan (PATEN) mulai dari prinsip-prinsip PATEN, Peran serta pemerintah pusat dan pemerintah daerah, Implementasi PATEN, dampak hingga penggunaan teknologi dalam pelaksanaan PATEN. Metode kajian ini menggunakan pendekatan deskriptif kualitatif dengan studi literatur dari berbagai sumber resmi dan jurnal ilmiah.

Abstract

The government as a public service provider has made several fundamental changes in order to provide fast public services that reach all levels of society. Through the Ministry of Home Affairs issuing Regulation of the Minister of Home Affairs Number 4 of 2010 concerning Guidelines for Integrated Sub-district Administrative Services (PATEN), the Government is trying to bring closer, simplify, and accelerate administrative services for licensing/non-licensing at the sub-district level, especially for sub-districts that are located far from district/city government offices and are difficult to reach due to geographical conditions and inadequate road infrastructure. This article discusses the effectiveness of Integrated Sub-district Administrative Services (PATEN) starting from the principles of PATEN, the role of the central government and local governments, the implementation of PATEN, the impacts to the use of technology in the implementation of PATEN. This study method uses a qualitative descriptive approach with literature studies from various official sources and scientific journals.
