Before submitting, please ensure that the manuscript fits the focus and scope of the NIAGARA Scientific Journal and follows our author guidelines &amp; manuscript templates.</p> LPPM IKNUS en-US NIAGARA Scientific Journal 2807-5439 CONVENTIONAL RETAIL MARKETING STRATEGIES IN INCREASING BUSINESS COMPETITIVENESS AND SALES TURNOVER IN PANDEGLANG REGENCY https://jurnal.iknus.ac.id/index.php/niagara/article/view/324 <p><strong><em>ABSTRACT</em></strong></p> <p><em>In the midst of many retail businesses that have gone out of business due to the Covid-19 pandemic and declining national economic growth, as well as the peak of people's purchasing power, a new phenomenon has emerged in the retail business, namely the growth and development of the conventional retail business, especially in Pandeglang Regency, Banten Province, starting from 2021 until now.</em></p> <p><em>In this study, the focus is on efforts to find out the Marketing Strategy carried out by the manager of retail business in order to increase business competitiveness and sales turnover, by referring to the 4P (Product, Price, Place, and Promotion) marketing mix strategy, which is analyzed based on SWOT analysis (Strengths, Weaknesses, Opportunities, Threats).</em></p> <p><em>The results of the study revealed that the marketing strategy carried out by retail business was developed in a simple way, but still based on the 4P marketing mix strategy, where, when determining the business location, it was based on a strategic place, on the main road, 24-hour resident activities, and cheap rent. As for products, provide as many as possible, complete and of high quality, in adequate quantities. For the price, ensure prices are competitive against local retailers. The Election Supervisory Board (Bawaslu) plays a vital role in ensuring that electoral processes are conducted fairly, professionally, and with integrity. This study aims to analyze the implementation of the collegial collective leadership model at the Election Supervisory Board of Cirebon Regency and to identify the supporting and inhibiting factors influencing its implementation.</em></p> <p><em>This study employs a qualitative descriptive approach. Data were collected through in-depth interviews, observation, and document analysis. Research informants consisted of members of the leadership and secretariat staff of the Election Supervisory Board of Cirebon Regency. Data analysis was conducted through data reduction, data display, and conclusion drawing.</em></p> <p><em>The findings indicate that the collegial collective leadership model has been effectively implemented through collective decision-making mechanisms, equal distribution of authority, and intensive coordination across divisions. This leadership model strengthens collective commitment, enhances internal collaboration, and minimizes individual dominance in decision-making processes. Supporting factors include shared vision and mission, clear regulatory frameworks, and a democratic organizational culture. Inhibiting factors include limited human resources, differences in perceptions among leaders, and high workload pressures during election stages. However, community participation in village development is often limited to the implementation stage and is not yet optimal at the planning and evaluation stages. This study aims to analyse the forms, levels, and roles of community participation in promoting the success of development in Cibaliung Village. This study uses a qualitative method with a case study approach. Research informants were determined using purposive sampling, which included village government officials, youth leaders, and village communities. Data collection was conducted through in-depth interviews, observation, and documentation, while data analysis used an interactive analysis model. The results of the study indicate that community participation in Cibaliung Village is still dominated by involvement in the implementation stage, particularly through mutual assistance activities and labour contributions to the physical development of the village. Participation in the planning and evaluation stages has not been optimal and is still dominated by village officials and certain figures. Nevertheless, community participation, including that of young people, plays an important role in improving the effectiveness of programme implementation and the sustainability of development outcomes. Factors supporting participation include a culture of mutual cooperation and a sense of togetherness, while factors hindering participation include time constraints, lack of information, and a lack of formal participation spaces.</em></p> <p>&nbsp;</p> Nana Suandana Copyright (c) 2026 NIAGARA Scientific Journal https://creativecommons.org/licenses/by/4.0 2026-07-01 2026-07-01 18 1 18 36 10.55651/niagara.v18i1.312 DIGITAL-BASED POPULATION ADMINISTRATION SERVICES AT DAMPIT VILLAGE OFFICE, CICALENGKA DISTRICT https://jurnal.iknus.ac.id/index.php/niagara/article/view/334 <p><em>Digital transformation in public services is one of the government's strategies to improve effectiveness, efficiency, transparency, and service quality. The Bandung Regency Government developed an innovation called Bedas Digital Service (BDS) to support digital-based population administration services at the village level. This study aims to analyze the implementation of digital population administration services at the Dampit Village Office, identify obstacles encountered during implementation, and examine solutions applied to overcome those obstacles.</em></p> <p><em>This research employed descriptive and verificative methods using quantitative and qualitative approaches. Data were collected through observation, interviews, documentation, and questionnaires distributed to service users. The study focused on birth certificate services, death certificates, family cards, and domicile transfer services processed through the BDS application.</em></p> <p><em>The results indicate that digital population administration services have been implemented properly and in accordance with established procedures. The average public perception score based on TERRA service quality dimensions reached 83.6%, categorized as very good. Empathy obtained the highest score (88%), while tangibles received the lowest score (78%). The main obstacles include limited digital literacy, dependence on village officers, technical system disruptions, service quota limitations, and uneven internet access. Unemployment is a strategic indicator affecting economic growth, social welfare, and regional stability. This research employs a mixed-method approach combining quantitative analysis using descriptive statistics and Holt’s Linear Exponential Smoothing for time-series forecasting (2010–2024), along with literature enrichment for in-depth analysis. The results indicate that the Open Unemployment Rate in Serang Regency declined from 12.22% in 2020 to 9.18% in 2024. The projection for 2025–2030 suggests a continued downward trend, reaching 7.08% by 2030. The reduction in unemployment positively contributes to regional development through increased economic growth, labor productivity, purchasing power, and contributions to Gross Regional Domestic Product and local revenue. The findings reveal that social reintegration programs have been implemented through personality development and self-reliance initiatives, such as vocational training, mental and spiritual development, as well as assimilation and integration programs. However, the effectiveness of these programs has not been fully achieved due to several obstacles, including limited facilities and infrastructure, an insufficient number of correctional officers, negative social stigma, and weak post-release support. Supporting factors include the commitment of correctional officers, inmate participation, and family support. This study aims to analyze the impact of SIPD implementation on the efficiency of regional financial management at the Tourism Office of Banten Province. This research employs a descriptive qualitative approach, with data collected through structured interviews, observation, and documentation studies. The informants include OPD leaders, financial management officials, SIPD administrators, and technical support personnel. The results indicate that SIPD implementation has a positive impact on improving financial management efficiency, reflected in faster planning and budgeting processes, reduced manual administrative work, minimized data duplication, and savings in time and operational costs. However, the level of efficiency achieved is still influenced by system stability, information technology infrastructure quality, and human resource competencies. This study concludes that SIPD functions not only as an administrative tool but also as a strategic instrument for reforming regional financial governance that requires strong socio-technical support to ensure sustainable efficiency benefits</p> Endah Kurniawati jumanah Copyright (c) 2026 NIAGARA Scientific Journal https://creativecommons.org/licenses/by/4.0 2026-07-01 2026-07-01 18 1 37 52 10.55651/niagara.v18i1.313 ACCELERATION OF SPBE IN RURAL-AGRICULTURAL DISTRICTS: LESSONS FROM INTERNATIONAL SMART VILLAGES AND THE DIGITAL DIVIDE CHALLENGE IN PANDEGLANG https://jurnal.iknus.ac.id/index.php/niagara/article/view/335 <p><em>Pandeglang Regency, which is predominantly agricultural (79.65% of villages), faces major challenges in implementing the Electronic-Based Government System (SPBE) due to the digital divide characterized by blank spots (231 villages with weak signals), low digital literacy among apparatus (53.80% of civil servants have at most senior high school education), and limited regional budget with locally generated revenue accounting for only 11.4% of total regional income. This research is important because the gap between the mandate of Presidential Regulation No. 95/2018 and the actual conditions of rural-agricultural regions such as Pandeglang has not been adequately addressed in the public administration literature. This study employs a systematic literature review (SLR) with a qualitative comparative approach, analyzing ten journal articles indexed in Scopus/SINTA 1–2 over the past ten years, as well as official documents from BPS Pandeglang Regency 2025–2026. Literature searches were conducted through Google Scholar, Scopus, and Garuda using Boolean keywords “SPBE”, “e-government”, “digital divide”, “smart village”, and “smart kampung”, accompanied by thematic synthesis to identify challenges and adaptive models from India, Thailand, the Philippines, and Banyuwangi. The findings indicate that a phased approach prioritizing service centers and funding through universal service obligation (USO) and CSR schemes is more effective than a big bang approach. Therefore, the Government through the Ministry of Social Affairs and Community Groups (POKMAS) strives for the welfare of the elderly through a food program. This study aims to determine the Implementation of the Single Family Card Elderly Food Program in Cinangka District using the Van Metter and Van Horn policy implementation model. This research method uses a descriptive qualitative method. Informants in this study were the Serang Regency Social Service, POKMAS Cinangka, Social Welfare Workers of Cinangka District, Head of Social Welfare Section of Cinangka District, Elderly Beneficiaries aged 75 years and over, and community leaders. The results of this study indicate that the Implementation of the Single Family Elderly Food Program in Cinangka District has a clear mechanism and legal basis, however, in its implementation it still faces several obstacles so that it is not fully optimal. However, its dissemination to market levies and MSMEs in Tangerang City still faces various obstacles, such as the dominance of cash transactions, the ineffective role of implementing actors and the dissemination of ETPD at the operational level, and limited infrastructure. This study aims to analyze the diffusion process of ETPD innovation using a descriptive qualitative approach within Rogers' (2003) diffusion of innovation theory framework, which encompasses aspects of innovation, communication channels, time, and social systems. Data were collected through observation, interviews, and documentation with informants from local governments, market managers, and MSMEs. The results indicate that ETPD is capable of improving transaction efficiency and accountability, but its dissemination has not been optimal due to technical and social barriers. Therefore, strengthening digital literacy, improving infrastructure, and adapting communication strategies are needed to encourage wider adoption.
