Abstract

Leadership is a crucial factor in determining organizational effectiveness, particularly within public institutions that carry strategic responsibilities in safeguarding democracy. The Election Supervisory Board (Bawaslu) plays a vital role in ensuring that electoral processes are conducted fairly, professionally, and with integrity. This study aims to analyze the implementation of the collegial collective leadership model at the Election Supervisory Board of Cirebon Regency and to identify the supporting and inhibiting factors influencing its implementation.

This study employs a qualitative descriptive approach. Data were collected through in-depth interviews, observation, and document analysis. Research informants consisted of members of the leadership and secretariat staff of the Election Supervisory Board of Cirebon Regency. Data analysis was conducted through data reduction, data display, and conclusion drawing.

The findings indicate that the collegial collective leadership model has been effectively implemented through collective decision-making mechanisms, equal distribution of authority, and intensive coordination across divisions. This leadership model strengthens collective commitment, enhances internal collaboration, and minimizes individual dominance in decision-making processes. Supporting factors include shared vision and mission, clear regulatory frameworks, and a democratic organizational culture. Inhibiting factors include limited human resources, differences in perceptions among leaders, and high workload pressures during election stages. The study concludes that collegial collective leadership is a relevant and effective leadership model for supporting electoral justice within public institutions.
