Village development requires active community participation so that the programmes implemented are in line with needs and are sustainable. However, community participation in village development is often limited to the implementation stage and is not yet optimal at the planning and evaluation stages. This study aims to analyse the forms, levels, and roles of community participation in promoting the success of development in Cibaliung Village. This study uses a qualitative method with a case study approach. Research informants were determined using purposive sampling, which included village government officials, youth leaders, and village communities. Data collection was conducted through in-depth interviews, observation, and documentation, while data analysis used an interactive analysis model. The results of the study indicate that community participation in Cibaliung Village is still dominated by involvement in the implementation stage, particularly through mutual assistance activities and labour contributions to the physical development of the village. Participation in the planning and evaluation stages has not been optimal and is still dominated by village officials and certain figures. Nevertheless, community participation, including that of young people, plays an important role in improving the effectiveness of programme implementation and the sustainability of development outcomes. Factors supporting participation include a culture of mutual cooperation and a sense of togetherness, while factors hindering participation include time constraints, lack of information, and a lack of formal participation spaces.
